Managing contract labor processes from procurement of services to invoicing has challenged health care organizations across the nation. At Harris Health, nurse leaders were concerned that manually managing over 30 different contracts for contingent labor was prone to error. Additionally, it was seen as a costly process that presented challenges not only for nursing, but also for the accounts payable team.

In an effort to procure a single nurse, significant time and effort were required making phone calls and sending faxes necessary to identify the nurse and schedule the shift. Finding a nurse with the appropriate competencies for the required assignment often posed a problem. “Behind the scenes” shift switches between nurses (which were difficult to capture) added further complexity. In addition, the process for evaluating each nurse’s performance at the end of each shift was inconsistent and time-consuming, frequently resulting in incremental overtime.

The manual invoicing process was fraught with complexity and prone to overpayment due to both volume and line item validation which was required in order to identify invoices containing errors. Far and away the biggest issue was the stressful environment that was caused when vendors called for payment before invoices had been received, reviewed and validated by nursing and accounts payable personnel.
